北京华夏将军名人书画艺术院成立于201212月,是从事非营利性社会服务活动的社会组织。登记管理机关和业务主管单位均为北京市民政局。
(一)成立背景
    当今世界正处在大发展大变革大调整时期,世界多极化、经济全球化深入发展,科学技术日新月异,各种思想文化交流交融交锋更加频繁,文化在综合国力竞争中的地位和作用更加凸显。中国业已进入了全面建设小康社会的关键时期,文化越来越成为民族凝聚力和创造力的重要源泉、越来越成为综合国力竞争的重要因素、越来越成为经济社会发展的重要支撑。
   
党的十七大明确提出,要积极发展公益性文化事业,大力发展文化产业,激发全民族文化创造活力,更加自觉、更加主动地推动文化大发展大繁荣;20099月,国务院常务会议讨论并通过了《文化产业振兴规划》;2011年10月18日中国共产党第十七届中央委员会第六次全体会议通过《中共中央关于深化文化体制改革推动社会主义文化大发展大繁荣若干问题的决定》;20121112日,党的十八大报告又把建设文化强国列入党的行动纲领。这一系列举措,将我国公益性文化事业和文化产业的发展提到了一个崭新的高度!
   
正是在这种大背景之下,北京将军名人书画艺术院应运而生。
(二)成立宗旨与使命
    北京华夏将军名人书画艺术院秉承弘扬文化、传播美德、躬行慈善、服务公益的办院宗旨,以“做联接公益文化与慈善事业的桥梁”为使命,将促进公益文化事业的发展与推动慈善事业的发展有机结合起来。
   
书法和绘画是中国传统文化的瑰宝,随着现代社会工作和生活节奏的加快以及高科技产品的广泛应用,这一传统文化变得越来越小众化。成立北京华夏将军艺术院旨在借助将军、地方中高级领导以及书画界社会名流的强大影响力、运用北京华夏将军名人书画艺术院这个平台组织一系列相关活动,唤起更多民众对传统文化的热爱,以促进我国公益文化事业的发展;同时,通过拍卖将军、名人的捐赠作品筹集善款,用于资助贫困地区儿童和养老机构,促进我国慈善事业的发展。
(三)活动原则
    北京华夏将军名人书画艺术院严格遵守宪法、法律、法规和国家政策,自觉维护道德风尚,本着自觉自愿原则,通过组织爱好书法绘画的部队将军、地方中高级领导、书画界名流,举办书法绘画笔会、巡回展览、作品慈善拍卖等文化交流活动,为促进祖国的公益文化事业和慈善事业贡献微薄力量。

(四)组织机构

实行院长负责制,下设办公室、秘书处、财务室及军旅情企业家俱乐部、法与文化研究中心、国际文化交流中心、慈善基金。

    吸引具有军旅情怀的企业家加入军旅情企业家俱乐部,成为俱乐部理事单位和会员单位,每年缴纳一定会费,书画院给与相应回报。

    法与文华研究中心由中央政法委、最高法院等单位退休领导以及中国政法大学等高校专家学者组成,进行中国传统文化下有关法律问题的研究以及为我们俱乐部会员提供法律援助和咨询等服务。

    国际文化交流中心负责策划、实施公益文化活动中涉及国际文化交流活动部分有关工作。

    慈善基金聚集慈善拍卖和自愿捐赠所得善款,组织实施慈善项目。善款主要以捐建图书馆和教学楼形式用于贫困地区教育,培养孩子的慈善意识;也用于养老事业。

 

(五)业务架构——三个层面六条通道

     我们的公益文化活动定位为三个服务,即:

   1.服务国家战略

2.服务军队和地方政府

3.帮助企业提升文化品味

根据以上定位,我们的业务架构为——三个层面六条通道。针对每个层面分别设置两条实现通道。

     

1.服务国家战略层面,做两个公益文化项目:“丝绸之路——全国著名书画家作品巡展”和“两岸四地书画交流展”。“丝绸之路展”将组织能代表国家水准的一流书画家参展,在未来五到十年间,在古代丝绸之路、南方丝绸之路、北方丝绸之路、海上丝绸之路以及丝绸之路沿线国家的有关城市和国家组织展览,以使丝绸之路经济带概念深入人心。

 “两岸四地书画交流展”拟组织军队将军、中央机关、国务院机关退休领导和书画界名人参展,与香港、澳门、台湾加强文化交流与合作。这个项目也可以做多年。

 

 

2.服务军队和地方政府层面。服务军队,我们今年拟从基层开始试点。在军队基层搞书画讲座、培训和笔会交流等活动,以丰富军队官兵的文化生活,提升官兵的文化素养。以后逐渐做到师部、军部,搞军民共建博物馆等。

    服务地方政府,借鉴我们去年与浙江省桐乡市的成功试点经验,与地方政府合作举办画展笔会,并可结合企业的文化提升或慈善拍卖等一起做。

 

3.服务企业层面:帮助企业提升文化品味可以与商会合作,组织慈善拍卖并确保募集所得善款一分不少全部用于捐赠校舍和图书馆,也可组织去企业做笔会交流、联谊及文化咨询等活动。

 

   以上三个层面六条渠道的业务架构,有点、有线、有面,并可以点促线、促面。成熟一个做一个活动,不贪大求多,稳打稳扎,争取每个活动带来的都是正面影响,逐渐做出品牌。

 

Introduction

Painting and Calligraphy Institute of Chinese Generals and Prestigious People(PCICGPP) was founded in December 2012, and it is engaged in the activities of non-profit social service community organizations. Registration management authority and business executives are Beijing Civil Affairs Bureau.

1.   Background

  Today the world is undergoing major development, major changes and major adjustments, world multi-polarization and economic globalization keep moving deeper, science and technology advances. The exchange of various ideas and cultural interaction are more frequent, and the status and role of culture in the competition of comprehensive national streng this more prominent. China has entered a critical period of building a well-to-do society, and culture is increasingly becoming an important source of national cohesion and creativity, an important factor in the competition of comprehensive national strength, an important support for economic and social development.

The Central government has made it clear that we should actively develop nonprofit cultural institutions, to develop the cultural industry, stimulate the cultural creativity of the whole nation, more conscious, more actively promote cultural development and prosperity. On September 2009, the State Council executive meeting discussed and adopted the "Cultural Industry Promotion Plan". On October 18, 2011Central Committee of the Seventeenth Communist Party of China Central Committee passed the "CPC Central Committee decision on deepening reform of cultural system to promote the prosperity of socialist cultural development". On November 12, 2012, the party's 18thReportagainincludedthe construction of cultural power program of action of the party. This series of initiatives, promote the development of China's non-profit cultural undertakings and cultural industries to anew height.
  Against this background, Painting and Calligraphy Institute of Chinese General and Prestigious People was founded.

2.   Mission statement

The PCICGPP adheres to “promoting culture, propagating virtues, practicing charity, contributing to welfare”, and promoting the development of public cultural undertakings together with  philanthropy.

  Calligraphy and painting is a treasure of traditional Chinese culture, but with accelerated pace of modern life and the extensive application of high-tech products, it has gradually become a smaller niche. Painting and Calligraphy Institute of Chinese General and Prestigious People aims to organize a series of events with the strong influence of generals, local senior leaders and prestigious people in the field of arts, to arouse more people’s love of traditional culture, to promote the development of China’s public cultural undertakings. Meanwhile, raise fund through auctions of generals’ and other prestigious people’s donated works, for supporting children in poor areas and pension agencies, to promote  China’s philanthropy.

3.   The Rules for Events

The PCICGPP abides by national, laws, regulations and policies, and consciously preserve ethics, in line with the principle of self-consciousness and self-willingness, organizes the generals, local senior leaders and artists to hold painting and calligraphy pen forums, traveling exhibitions, and charity auctions, so to promote the development of China’s public cultural undertakings and charity undertakings.

About Painting and Calligraphy Institute of Chinese Generals and Prestigious     People  

1.    Purpose: promoting culture, propagating virtues, practicing charity, contributing to welfare.

2.    Mission: build a bridge between culture and philanthropy.

3.    Organization: the president is in charge of the whole institute, and under the president there are a general office, a secretariat, a finance office and a military retiree club, law and culture research center, an international cultural exchange center, and a charity fund.

  The Military Retiree Club works on connecting entrepreneurs with military feelings to join the club, as councilors and member units, and they pay some fees annually. Then the painting and calligraphy institute gives them corresponding returns.

  The Law and Culture Research Center is composed of retired leaders from Central Authority and the Supreme Judicial Court, and scholars from colleges and universities such as China University of Political Science and Law. The center conducts researches on legal issues about Chinese culture and provides legal assistance and advisory services to our club members.

  The International Cultural Exchange Center is responsible for planning and implementing public activities related to international cultural exchange activities.

  The Charity Fund gathers funds from charity auction and voluntary donations, and organize charity project. The funds are used for building libraries and teaching buildings in poor areas to cultivate children’s charity awareness, and also used for pension undertakings.

4.    Public Welfare Culture

4.1  Position: contributing to national cultural strategy, helping enterprises enhance cultural tastes.

4.2  Business structure: three levels and six channels

4.2.1 For contributing to national cultural strategy, we will carry out two public cultural projects: “Travel Exhibition of the   National Famous Painters’ Works of the Silk Road ” and “Four-Regions of China Painting and Calligraphy Exhibition”. “The Silk Road Travel Exhibition” will be set up by the Ministry of Culture, and cooperate with the China National Art Gallery, organize calligraphers and painters who can represent the countries’ level to join. In the next five or ten years, we will hold exhibitions in cities along the Ancient Silk Road, Southern Silk Road, North Silk Road, Maritime Silk Road, as well as other countries’ cities and embassies, to make the concept of Silk Road Economic Belt popular. This year we plan to hold the first exhibition in Beijing Jingxi Hotel during the Central Economic Work Conference in December.

The “Four-Regions of China Painting and Calligraphy Exhibition” intends to cooperate with the National College of Administration, organize army generals, retired leaders from the central authority and the State Council, as well as famous calligraphers and painters to attend. It will strengthen cultural exchanges and cooperation with Hong Kong, Macao and Taiwan. This project can also last for years.

4.2.2 For contributing to army, we intend to start build a military museum in the long run.

For contributing to local governments, we would like to hold exhibitions and pen forums with local governments , and we can combine these activities with enhancing corporate culture and charity auctions.

4.2.3 For helping enterprises enhance culture tastes, we will organize painters and calligraphers to hold activities such as pen forums, consultations with enterprises. We also can cooperate with chamber of commerce to organize charity auctions, and ensure that all funds will be donated to build teaching buildings and libraries.

The above aspects can be mutual benefit, and helping development together. Do activities one after another, for each activity can bring some positive impacts, and make the brand gradually strong.
